Program Manager – (Executive Director of Healthy Lincoln County)

Do you have a passion for public health working with community partners to build and sustain a comprehensive community health coalition in the Damariscotta, Maine area? Medical Care Development, Inc. (MCD), a non-profit public health services organization in partnership with Healthy Lincoln County (HLC) is accepting applications for a Program Manager/Executive Director of HLC. This full-time, 40-hour per week position is housed at HLC’s Damariscotta office and is eligible for MCD’s benefit package.

The Program Manager is responsible for building and sustaining a highly effective nonprofit comprehensive community health coalition by empowering community participation, good governance, staff leadership, resource development, and sound fiscal management. This position ensures the organization is responsive to local community health needs and priorities while assuring effective communication and coordination with federal, state, and local community and public health partners. This position serves as HLC Director and is responsible for program implementation.

Essential Job Functions:
• Leadership: Plan and implement the work of Healthy Lincoln County in consultation with the HLC Advisory Board, according to performance standards set by MCD and HLC funders.
• Community Mobilization: Develop and strengthen partnerships within the local service area and with regional, state, and national public health, health care, education and law enforcement partners.
• Program Management: Develop and manage programs and budgets in accordance with strategic priorities and contracts.
• Financial Management: Develop and oversee HLC annual operating budget.
• Ambassadorship: Develop the capacity of staff members and volunteers to accurately and effectively represent Healthy Lincoln County to the broader community.
• Business Development: Leverage and secure relationships, funding, and other resources in support of public health improvement and organizational sustainability.
• Program Implementation: Carry out programmatic work plan objectives and strategies related to any number of public health projects or contracts.

Qualifications, Skills, and Experience:
Required:

• Ability to exercise good judgment within a context of competing priorities, agendas, and partner sensitivities.
• Highly motivated self-starter with the ability to work independently, from office or in the community.
• Excellent interpersonal skills - communication, networking, group facilitation.
• Ability to handle multiple projects and responsibilities and have a sense of urgency with deadlines.
• Ability to establish priorities for organization, staff, and self.
• Able to build and maintain strong working relationships with diverse partner organizations.
• Strong communication skills: ability to listen well, write, and speak effectively.
• Strong proposal writing and track record securing funds for nonprofit programs.
• Experienced administrator skilled in staff, volunteer, contract, organizational, and financial management.
• Competencies among successful applicants are expected to be consistent with those identified by the Public Health Foundation Council on Linkages as Level II & III.

Preferred:
• Master's degree in Public Health or related field.
• Advanced training in Public Health or related field.
• Five plus years experience leading community based programs or organizations.
• Five plus years experience directly supervising staff.
• Extensive record of accomplishment with public health improvement, organizational development, and leading community change.
• Demonstrated nonprofit leadership skills.
• Evidence of successful grant writing and fundraising.
• Evidence of collaboration across local, regional, and national systems and stakeholders.
• Evidence of project planning and management, negotiation, and conflict resolution.
• Evidence of continuing education and professional development.
