Micro Employer Worksite Wellness

MCD Public Health, in partnership with the Greater Somerset Public Health Collaborative (GSPHC), developed a community-based, worksite wellness program model for individuals and micro-businesses with fewer than 10 employees. By offering wellness programs to their employees, these employers are able to take advantage of tax credits or discounts for wellness, as described in the Affordable Care Act and Maine Health Care Reform Law of 2011. To develop the product, MCD Public Health worked in collaboration with insurers, brokers, employees of very small firms, and community-based wellness and primary care providers. Together with a governing committee and advisory task forces, we developed a product, defined criteria for meeting wellness objectives, tested a prototype for a worksite wellness tax credit, and marketed a micro-worksite wellness add-on for health insurance providers. Project results were presented at the 2012 American Public Health Association annual meeting, as well as in a national webinar hosted by Health Enhancement Research Organization in January 2013. For the first two years of this pilot project 24 businesses with 104 employees and 11 family members participated. At the end of year 1, $100 (simulated tax credit) was issued for the 21 businesses meeting the criteria in the allotted timeframe. In December 2012, when final simulated premium rebate awards ($200/employee) were made 18 of the 24 businesses received them. The project received continuation funding for two years from MeHAF to refine the model for state and national replication efforts. Of the original 24, 19 have continued on for years 3 and 4. We are working to sustain this model while expanding to communities participating in the Maine Development Foundation's Community Transformation Grant.
